Is Your Airport Ready?

This assessment is designed to help your airport with its planning and project selection process and direct your attention to sections in the guidebook that will provide the greatest benefit to your airport. However, the assessment results neither replaces staff or consultant expertise nor validates the viability of a P3 project. We recommend taking this assessment in a workshop format, bringing together other decision-makers, and using the assessment to come to a common understanding of the project and project delivery methods that would best serve the airport’s goals.

  • Project and Owner Characteristics: Does the owner have clear goals and objectives for the project, an understanding of the project's scope and involvement of key stakeholders?
  • Project Owner Resources: How does the owner's capabilities such as experience with alternative delivery, policies & procedures, and access to external advisors, meet the anticipated rigorous nature of the alternative delivery planning, selection and feasibility process?
  • Project Screening: How does the project scope align with the potential value a private developer can bring to delivering the project?
  • Legal and Policy: What is the regulatory environment for the owner and what procurement processes and contract formats are allowable?
  • Risk:How does the owner intend to retain, transfer, or share in key risks and what is the owner's assessment of interface risk with key stakeholders?
